China's annual demand for transformers is around 1.5 billion kVA, while the transformer industry has about 3 billion kVA. Since 2009, the national power construction speed has slowed down, and the demand for domestic transformers has decreased. In particular, power grid enterprises have adopted the centralized transformer bidding method to purchase transformers. The low-price winning bid has led to unprecedented competition among enterprises, and even transformer manufacturers have sacrificed product quality for malicious purposes. The situation of competition, the market order is chaotic.

  “Overcapacity, quality hazards, and industry dispersion” have become an industry dilemma that cannot be ignored in the entire transformer industry. How to break the dilemma has always been a topic of common thinking among the industry, and the national energy conservation and emission reduction policy may be difficult. The transformer industry during the period provided an export. The State Council issued a detailed draft of the "12th Five-Year Plan for Energy Conservation and Emission Reduction", which clarified the specific targets and investment plans for energy conservation and emission reduction during the 12th Five-Year Plan period, and required reduction of power transformer losses during the 12th Five-Year Plan period. The loss is reduced by 10%~13%, and the load loss is reduced by 17%~19%, which undoubtedly provides policy support for the promotion of energy-saving transformers. At the same time, the revision of GB20052 completed in October 2012 is closely following the pace of national energy conservation policies.
